Description:

Neighborhood Housing Services of Southwest Wisconsin(NHSSW) services include:
- All CDBG activities are intended to principally benefit low and moderate (LMI) households (at or below 80% of County Median Income level). CDBG funds may be used to provide direct assistance for LMI household for home purchases.

- FUTURE HOME BUYERS (Homestead Opportunity) The assistance may be in the form of: Closing costs; and, Up to 50% of down payment costs (not to exceed 10% of total purchase price and not to exceed $12,000). Funds may also be used for the rehabilitation of units owned by LMI Households. The funds will secured by a second mortgage and the payment will be deferred at 0% interest until the home ceases to be the buyer's principal residence or is sold.

- CURRENT HOMEOWNERS (Owner-Occupied Rehab) Funds may be used for repairs that are of a health, safety, code compliance nature, or energy efficiency. Repairs are verified by a Housing Quality Standards home inspection and are not for cosmetic purposes. CURRENT LANDLORDS (Renter-Occupied Rehab) Funds may be used to rehabilitate units rented by LMI tenants to correct health, safety, code deficiencies, or energy efficiencies. Funds are loaned to the property owner for up to $12,000 per unit at 3% interest. The loan period shall be up to 10 years depending on the ability of the owner to pay. The property owner must guarantee to rent to LMI households at affordable rents for a specified term

- Eligibility: Low & moderate households (at or below 80% of county median income level).

Area Served: Eligible properties must be within the limits of City of Richland Center & must be inspected by State Cert. Bldg. Insp.

Home Ownership Program (HOP) funding comes from the Wisconsin Division of Housing, HOME and HCRI funds. This HOME/HCRI money may be used to provide direct assistance for households at or below 80% of County Median Income (LI Households) for home purchase and repair.

NHS also provides a range of affordable housing services, including counseling - default/foreclosure and pre-purchase counseling. Low interest deferred loans for home and rental owned property for improvements. On Site Foreclosure Prevention Counseling available.
