Description:
Fresh Start, a program operated by the Western Dairyland Community Action Agency, involves at-risk young people ages 16 to 24 building homes, which are then sold to income-eligible families. Since the program began in western Wisconsin in 1998, more than 400 young people have helped build 26 houses.
